It is not the low rpm stop setting - it will govern down to 50-60% at low speeds / power. Do you mean the low pitch stop for the blades? It was set up as per the book...

Phillips 25W-60 since 2015. Oil specifically formulated for radials (although this could mean simply the viscosity. Who knows, marketing :/)
